Blanking only one end leaves the cooler pressurised. Blanking both ends eliminates EGR flow and reduces the risk of:

Yes, it will on most 1KD vehicles depending on mapping and sensor strategy. Many off-road builds use a recalibrated tune or EGR management solution to avoid EGR-related DTCs.
