The fuel injector return rail (also called the leak off rail) runs across the top of the injectors and carries back-leak fuel from each injector back to the tank. On the 1KD-FTV and 2KD-FTV it is a known wear item. The plastic hardens and cracks with age and heat, which leads to fuel weep, hard starting, air drawn into the fuel system and rough running. If yours is brittle or leaking, replace it rather than chase the symptoms.

It sits across the top of the injectors and collects the small amount of fuel each injector bleeds off (the back-leak), then routes it back to the tank. It runs at low pressure, but once it cracks or leaks you get air in the fuel system and the running problems that come with it.
